Synopsis

1st Topic: BCA – Sharing by the Inter-Agency Coordinating Committee (IACC) by Mr Lee Hing Cheng

1) Introduction of IACC
2) Key Functions and Milestones under IACC
3) IACC Resolution Meetings – Case Studies
4) Agencies’ Observations from Submissions and Inspections – Learning Points

IACC was formed in July 2011 as a platform to look at issues related to conflicting/contesting regulatory requirements by different agencies encountered in construction projects, as well as conflicting policies implemented by agencies, which have an impact on construction productivity. Over the years, the Committee has reviewed various policies, requirements and processes to streamline and facilitate compliance by the industry practitioners without compromising critical safety requirements or policy intents. Some of these milestones will be shared by the speaker, as well as more information on other IACC initiatives, such as the monthly conflict resolution meeting, observations by agencies regarding submissions received and inspections conducted, including at TOP/CSC stage, etc.

2nd Topic: NParks – Design Considerations for Trees at Height by Ms Joelyn Oh

Restoring nature into our urban landscape is one of the thrusts NParks adopts in shaping Singapore as a City in Nature, and skyrise greenery plays an essential role to integrate greenery into our built environment. As the popularity of rooftop gardens grows, so does the need to prioritise the safety aspects involved in building and maintaining them. This sharing will highlight some common concerns we have for rooftop greenery, as well as how can we better design our skyrise greenery to enhance its safety and sustainability.

3rd Topic: BCA – Industry Sharing Session On Periodic Façade Inspection Regime by Er Choy Kong Yan

To enhance resilience of our aging buildings, BCA will be implementing the Periodic Façade Inspection Regime. This is timely as more buildings in Singapore are getting older and building façade elements will deteriorate and the chances of fallen features will be on the increasing trend. The speaker will share with the participants on the common façade incidents, cases of fallen façade incidents, periodic façade regime and the role of façade inspectors

4th Topic: SIA – Common TOP learning points for public and private project by Ar Simon Kong

Simon will be sharing examples of common TOP learning points for public and private projects. His presentation will also include discussion on BCA TOP checklist, highlighting a few salient points required by BCA to facilitate a shorter and faster process in obtaining TOP.

Simon will share a few tips from his personal experiences on how to save time and cost in obtaining TOP

Speakers

Mr Lee Hing Ching, Principal Engineer
Mr Lee Hing Cheng is a Principal Engineer with the Building and Construction Authority of Singapore. He has many years of experience in the approval of structural plans, and issuance of construction permits, as well as in enforcement and prosecution. He was also with the former Building Control Policies Department which overlooked the review of building control regulations and processes. He is currently with the Building Plan and Policies Department and is one of the IACC Secretariat.

Ms Joelyn Oh, Senior Manager, Skyrise Greenery
As a Skyrise Greenery Senior Manager with the National Parks Board, Joelyn encourages the implementation of rooftop and vertical greenery through outreach activities and providing technical assistance. She manages the Skyrise Greenery Incentive Scheme, which provides financial incentives to assist building owners with the installation costs of skyrise greenery. Her team also organises events such as the Skyrise Greenery Awards and Vertical Greenery Competition to recognise excellence and build capacity. In recent years, as trees become increasingly popular on rooftop gardens, her team also started to promote the safety of rooftop trees and to increase awareness in this aspect by engaging building owners and industry partners.

Er Choy Kong Yan, Senior Engineer, Façade Engineering &Technology Department
Er. Choy holds a Bachelor of Engineering from Monash University and a Master of Business Administration from University of South Australia. He is a Professional Engineer, Chartered Professional Engineer in Australia, Chartered Member Institute of Logistic and Transport and Senior Member of Institution of Engineers, Singapore. He has about 28 years of experience in the construction and property development, prior joining BCA. He has been actively involved in the registration of façade inspectors with the IES/ACES/SIA Joint Accreditation Committee.

Ar Simon Kong Chee Choon, Director, SD Architects & Associates Pte. Ltd
Ar. Simon Kong is the Director of SD Architects & Associates Pte. Ltd. established in 2015, having evolved from a practice founded in 1983. He has more than 23 years work experience as Architect in the design, supervision, contract administration, and design and build contract of various public and private building projects in Singapore.

He has completed many projects for Defence Science and Technology Agency , Land Transport Authority and Housing Development Board.

He is registered as Fire Safety Inspector for Building Fire Safety Works with Singapore Civil Defence Force in 2004. Ar. Simon Kong has conducted many fire safety inspections in Singapore as Registered Inspector on various new and existing building projects for the past 15 years. He is presently under Housing & Development Board panel of Registered Inspector.

He is currently a member of the SIA Building Control and Parks Sub-Committee.
