Synopsis
The webinar provides a comprehensive overview of important aspects architects need to be aware of in relation to drainage submissions, the PUB Simplified Submission (SS) Scheme, and essential information regarding the PUB Business & Professional Portal (B&P Portal).
The webinar is designed to help architects stay informed and avoid common pitfalls in drainage submissions, adapt to the latest changes in submission criteria, and equip architects with the tools and information needed to navigate the submission process smoothly.
Topic 1: Common Mistakes for Drainage Submission by Er. Calvin Ong
This topic serves to recap what Architect need to take note during the Drainage submission process. Some of the areas covered include the Common Mistakes & Case Studies in Drainage Submissions pertaining to : Documentation / Endorsement / Declaration, Missing details for Drainage Works, Pumped Drainage System & Detention Tank. In addition, the topic will also provide a reminder on Critical Infrastructure / Key Infrastructure (CI/KI) and provide useful links on design/submission guides related to Drainage Submissions
Topic 2: Changes to Lodgement Criteria for PUB’s Simplified Submission (SS) Scheme by Ms Ivy Poon
As a pro-enterprise approach to facilitate a simplified regulatory plan approval process for minor projects, PUB has expanded the qualifying criteria for Plan Lodgement Scheme at the Development Control (DC) Stage (known as Simplified Submission “SS” Scheme) to residential landed developments. Since its implementation on 1 Feb 2024, PUB has found some lodged submissions to be non-compliant of the lodgement criteria for drainage and sewerage/sanitary matters and had been issued with Written Directions. This has consequentially resulted in prolonged plan approval time for the project instead.
To bring more awareness and clarity to industry professionals on the SS Scheme, the speaker will recap on (a) the expanded lodgement criteria, (b) the lodgement process, (c) types of building works which do not qualify for lodgement and (d) outline some common errors made by Architects when lodging DC Plans under the SS Scheme.
Topic 3: Sharing of PUB Business & Professional Portal (B&P Portal) by Mr Gan Chiat Kwang
In line with PUB ongoing commitment to enhance service delivery and digital engagement with industry partners, PUB is integrating services from the QPs Portal, LPs Portal, and POWS Portal into a unified platform—the Business & Professional (B&P) Portal. This secure and personalised e-submission portal caters to Qualified Persons, Licensed Plumbers, and Industry Professionals, providing a centralised landing page for streamlined submissions to PUB. This consolidation not only improves the user experience but also offers the convenience of accessing all submissions from a single, unified portal.

Er. Calvin Ong-Senior Assistant Director PUB Building Plan Division
Er. Ong Calvin has been with PUB for more than 15 years and has extensive experience in design, planning and project management of PUB’s drainage infrastructure. He is presently a Senior Assistant Director from PUB’s Building Plan Division that fronts all building plan submissions from industry stakeholders, and ensures compliance with PUB’s Code of Practice for sewerage, drainage & water services and grants approvals for works related to these areas.
Ms Ivy Poon - Senior Assistant Director PUB Building Plan Division Centralised Services Department
Ms Ivy Poon is a Senior Assistant Director with the Building Plan Division under Centralised Services Department, PUB. She oversees the regulatory approval of Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) Applications for drainage, sewerage/sanitary and water service installation works for developments in Singapore. She was instrumental in developing the “Guidance Notes for the Application of Rainwater Collection Systems” and leads the regulatory approval for Rainwater Harvesting Applications for buildings, integrating with stormwater management systems to reduce water demand for non-potable uses.
She holds a Bachelor of Engineering (Civil) from National University of Singapore, and a Postgraduate Diploma in Construction Management from Nanyang Technological University, Singapore.
Mr. Gan Chiat Kwang, Senior Assistant Director, PUB Building Plan Division Centralised Services Department
Mr. Gan Chiat Kwang is a Senior Assistant Director with the Building Plan Division under the Centralised Services Department at PUB. With over 25 years of experience, he possesses expertise in water treatment plant operations and the compliance management of water related infrastructure for building plans. Currently, he oversees a team of officers responsible for reviewing and processing building plan submissions for water, drainage, and sewerage/sanitary works.
