Synopsis
Topic 1: TOP requirements for ABC Waters design features (by Mrs Ong Geok Suat)
TOP requirements for ABC Waters design features like Bioretention systems, swales, sedimentation tank, constructed wetland etc. will be discussed, especially differences between those features providing detention as per requirements specified in Code of Practice on Surface Water Drainage (COP) and those features not providing detention.
Topic 2: Common Pitfalls and Mistakes for Submission of Completion of Works for Sewerage and Sanitary Works (by Mr Goh Weiyao)
The presentation focuses on the common submission mistakes made in the submissions to Building Plan Division, PUB. Examples of submission mistakes made in Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) for sewerage and sanitary applications will be shared at the presentation.
Topic 3: The important of conducting CCTV surveyor for existing drain-line connections before applying for Clearance Certificate (by Mr Steven Candra)
Ensuring good condition of sanitary system including drain-line connection from last inspection chamber (last IC) to public sewer is the duty of every member in the development project. In recent years, drain-line connection is found defective at some development projects very late upon completion of the development project. Lots of resources and cost are required to be spent to rectify this defective drain-line connection. This could be mitigated by carrying out verification & professional assessment as early during initial stage of development before coming up with proposal to re-used or lay new connection and commencement of the development works.

Mr Goh Weiyao is a Senior Engineer in PUB’s Centralised Service Department (CSD), Building Plan Division. He currently leads a team of officers who review and process Temporary Occupation Permit (TOP)/Certificate of Statutory Completion (CSC) submissions for drainage, sewerage/sanitary and water service installation works.
Mr Steven Candra
Mr Steven Candra is part of Water & Reclamation Networks (WRN), Planning & Design (P&D) Division, Development & Control (DC) Branch for 5 years++. His duty includes being in charge of a team who process QP or Contractor application for proposed works within public sewer corridor (sewer protection application) and attend to public feedback related to sewer protection application, assisting committee who review Code of Practice on Sewerage & Sanitary Works, etc.
Mrs Ong Geok Suat, PUB
Mrs Ong Geok Suat graduated with a bachelor’s degree in civil engineering from National
University of Singapore. She also obtained a Master of Applied Science in Environmental
Engineering from University of Toronto, Canada. She was involved in planning, designing of both
drainage and used water infrastructure as well as in the operation and management of water
reclamation and NEWater facilities during the early years working in PUB. Since the launching of
PUB’s ABC Waters Programme in 2006, Mrs Ong has been involved in the formulation of ABC
Waters Design Guidelines, ABC Waters Certification and pilot testing and R&D of ABC Waters
Design features. She also co-chairs the ABC Waters Professional Programme Committee,
lecturing in the ABC Waters Professional Modules and involved in the evaluation of submissions
for ABC Waters design features.
