Synopsis
Our built environment and its surrounding are never separated. Putting them together requires more than just technical knowledge but sensitivity to bring the best outcome. Fortunately, Singapore’s robustness regulatory guidelines ensure the fundamental is safeguarded . As practitioners, knowing and knowing how to navigate and apply the guidelines is crucial to achieving the desired results when designing both the built environment and how it impacts its surrounding.
We are proud to have 3 distinctive speakers to share with us 2 carefully selected topics to advance our knowledge to achieve the above:
Topic 1
General Observation of BP Non-Compliances and Lightning Protection System
Synopsis
This presentation will cover recent circulars pertaining to Building Plan requirements, and common non-compliances observed during BP submissions that can be mitigated through early consideration in design. The second part of the presentation will cover frequently asked questions and good practices relating to Lightning Protection System (LPS) requirements.
Topic 2
Management of Environmental Impacts from Developments
Synopsis
With increasing public interest in environmental issues, there has been greater scrutiny on the environmental impacts from developments. In this presentation, NParks will be sharing on the Environmental Impact Assessment (EIA) Framework and the environmental consultation process to manage environmental impacts from developments. We will also elaborate on the scoping of environmental studies, the various components of an EIA including the Environmental Management and Monitoring Plan (EMMP), as well as some of the good practices that developers can adopt to facilitate the EIA process. The development and implementation of mitigation measures in the detailed EMMP prior to commencement of construction works and during construction stage at worksites will also be shared in the webinar.

Er. Tan Keng Swee, Principal Engineer, Building Plan and Policies Department, Building and Construction Authority
Er. Tan Keng Swee is a Principal Engineer of the Building Plan and Policies Department, Building Plan and Management Group, Building and Construction Authority. He processes building plan submissions and has experience in conducting TOP inspections on completed building works. Er. Tan has also accumulated more than 20 years of experience in the design of electrical building services such as Electrical System, Lightning Protection System, ELV Network System and Lift & Escalator for infrastructural developments, industrial buildings, healthcare facilities and institutional buildings.
Ms. Cheong Li Min, Senior Manager, National Parks Board, National Biodiversity Centre
Li Min currently works as Senior Manager at National Parks Board, National Biodiversity Centre in the Terrestrial branch handling environmental consultations and giving technical advice on the biodiversity aspect of environmental impact assessments. She also works closely with URA and MND on policy issues related to the EIA Framework. Her previous stints in the Park Planning and Greenery & Development Planning branches in NParks have also given her an understanding of the whole development planning process from upstream planning to detailed design and how the environmental consultation process ties in with the development planning process. Her background is in Ecology and Environmental Biology and she has an interest in plant identification and conservation.
Ar. Wong Wai Sung, Deputy Director, National Parks Board
Ar. Wong Wai Sung is a registered Architect with Board of Architects, and Singapore Institute of Architects, Corporate Member since April 1999. He went on to study architecture from 1989 to 1994 at the University of Tasmania, Australia. In 1995, he had worked in Singapore with private Consultant Architects office as a Project Architect upon returning from Australia. He has worked on a wide variety of architectural and master planning projects in various residential, offices, institutional, industrial sectors and mixed-use development projects. Currently, he is working with National Parks Board (NParks) for 25 years since 1998 responsible for managing park facilities, parks planning and parks development projects. For his noteworthy contribution to NParks, he was conferred the National Day’s Commendation Medal in 2018.
He is Green Mark Advanced Accredited Professional (GMAP) and Co-assessor with BCA for GreenMark Parks certification. Currently, he is the Committee Members of Technical Committee for Architectural Workgroups under Building and Construction Standards Committee. His professional contributions involvement with Building Control & Parks Committee Member and Architectural Practice Course (APC) Trainer. He is also Associate Trainer for Centre of Urban Greenery & Ecology (CUGE) since January 2015 with Advanced Certificate of Assessment and Training (ACTA).
