Topic 1:   

Common Mistakes Made in the Submissions to Building Plan Unit, PUB
by Mr Sio Wei Hurng, Senior Manager & Mr Goh Weiyao, Engineer in PUB’s Building Plan Unit

The presentations focus on the common submission mistakes made in the submissions to Building Plan Unit, PUB. Examples of submission mistakes made in Development Control (DC), Detailed Plan (DP), Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) for drainage and sewerage applications will be shared at the presentations.


Topic 1:   

Overview of SS 642: Code of Practice on Pneumatic Waste Conveyance System (PWCS)
by Mr Quek Shian Yang, Engineer in NEA’s Waste Collection System unit of the Waste and Resource Management Department (WRMD)

Singapore Standard (SS) 642 specifies the requirements for the design, construction, installation, testing and commissioning and maintenance of PWCS that serves gravity chutes for general waste and recyclables generated from residential, commercial and mixed-use developments.

The scope of this standard covers specifications and performance of the feeding and discharge system, conveyance system and collection station but excludes the requirements for waste collection vehicles and driveway design. The speaker will give an overview of SS 642.

Topic 2:   

Registered Noise Consultants Scheme
by Ms Teh Swee Kheng, Senior Engineer in NEA’s Development Control and Licensing Department (DCLD)

NEA has implemented a Registered Noise Consultants Scheme for noise assessment for air-conditioning and mechanical ventilation system in non-industrial buildings with effect from 1 Apr 2019. The speaker will share on the scheme and common queries received from industry.

Topic 3:   

Expanded Lodgement Scheme
by Ms Teh Swee Kheng, Senior Engineer in NEA’s Development Control and Licensing Department (DCLD)

The lodgement scheme was introduced on 29 Jan 2018 for minor development projects with no pollution control and environmental health requirements. The lodgement scheme was expanded to include all landed properties (with the exception of strata title landed properties with communal facilities) on 1 Apr 2019. The speaker will share on the scheme and common queries received from industry.

Senior Manager

He manages teams of processing officers to ensure that drainage and water submissions are processed accurately and efficiently. He also works with external stakeholders such as Singapore Institute of Architects (SIA) and Institute of Engineers Singapore (IES) and other Professional Bodies to enhance collaboration with the industry.

Mr Goh Weiyao, PUB’s Building Plan Unit
Senior Engineer, Centralised Service Department (CSD),
Building Plan Division

Mr Goh Weiyao is a Senior Engineer in PUB’s Centralised Service Department (CSD), Building Plan Division. He currently leads a team of officers who review and process Temporary Occupation Permit (TOP)/Certificate of Statutory Completion (CSC) submissions for drainage, sewerage/sanitary and water service installation works.

Mr Quek Shian Yang, NEA's Waste Collection System unit of the Waste and Resource Management Department (WRMD)
Engineer

The unit oversees the waste collection systems adopted by developments in Singapore. This includes reviewing policies and requirements for the storage and collection system of refuse and recyclables in the Code of Practice on Environmental Health (COPEH). The unit also works closely with various stakeholders to plan and identify potential private estate for the implementation of district-level Pneumatic Waste Conveyance System in Singapore.

She is involved in assessing noise assessment applications and Temporary Occupation Permit (TOP) / Certificate of Statutory Completion (CSC) applications to ensure compliance with environmental health and pollution control requirements stipulated in the code of practices and relevant regulations.
