Synopsis
As we gradually move out of the shadow of the pandemic, we have already witnessed prompt responses from both international as well as local architectural community in the way they overcome some of the unique challenges posted by the pandemic with resiliency and future proofing.
Likewise, our codes and regulations have been developing fast in tandem of the times. One critical topic that attracted much attention within our fraternity and the industry was the new Land Betterment Charge(LBC) that took effect from 1 August 2022.

As we enter into a Covid-19 post-pandemic endemic era, we need to define new norms and patterns. Urban planners are challenged to invent new spatial typologies and imagine new products and services that support these environments – with the goal of elevating the human experience.
During the pandemic, Connect@Changi (C@C) at the Singapore Expo functioned as a purpose-built facility to meet Singapore’s changing needs and health protocols. Designed and constructed within 14 weeks, it was transformed into the world’s first business travel exchange, quarantine-free bubble facility – featuring meeting rooms with dedicated ventilation systems to prevent cross contamination. A mere five-minute drive from Singapore’s Changi Airport, C@C offers an integrated ‘test-stay-work-meet’ experience for inbound business travellers. The principle of adaptive reuse and modification of space was adopted when the situation evolved, and C@C was later converted into a Community Care & Treatment Facility, providing seamless healthcare services for children and elderly patients.
#3 Healthcare Design for Everyday Spaces by Ar. Joanne Gay
Our experience of the pandemic has brought greater awareness and need for our living environment to support health and wellbeing for a more resilient society, which requires an understanding of infection control, future-proofing and technology. This sharing will draw upon lessons and strategies formulated for Healthcare Design, sieving out transferable solutions that can be cross-applied in typologies such as Residences and Offices as well as back-of-house logistic spaces.

Director, Land Transfers & Sales, Singapore Land Authority
Pei Wei is Director of the Land Transfer and Land Sale Division at the Singapore Land Authority. The Division manages the sale of State land, administration of State leases and collection of land-related revenue. Before joining the Authority, he worked on developing R&D strategy and programmes at the National Research Foundation, Prime Minister’s Office and had taken on roles relating to intellectual property, data and strategic foresight at the Ministry of Law and international relations at the Ministry of Foreign Affairs.
Ar. Ivy Koh
Director, Surbana Jurong Consultants Pte Ltd
Ar. Ivy Koh, Director of SJ architecture, at Surbana Jurong Pte Ltd, one of the largest Asia-based global urban and infrastructure consultancies.
With 15 years of architectural experience and a member of Board of Architects, she has been involved in a myriad of projects of various scales from Urban Planning, private residential, industrial to mixed-use developments.
During the pandemic, Ivy led the design and completion of Connect@Changi, a world’s first business exchange facility in 14 weeks, transforming Max Pavilion@Expo into a Pandemic Resilience facility

Senior Associate, DP Architects Pte Ltd
Joanne Gay is a senior associate at DP Architects. She believes that the derivation of good design is similar to solving simultaneous equations. She takes a long-term perspective to guide interim steps of design in order to achieve the final solution, which allows her to thrive in navigating complex projects. She contributes to the Healthcare architectural research and overall knowledge development of the Healthcare team for DP Architects’ offices. She is also passionate about providing mentorship to younger architects by establishing an open and creative training environment.
