Topic 1 : Usage of Glass in Buildings – Authority Requirements and Architects’ Responsibility by Ar Ooi Wen Chuen
Synopsis:
Glass is a delicate material and widely specified by Architects in buildings. Architects are often involved in its design, detailing, specifications and compliance to codes. However, do you really know the extent of the codes and Architect’s liability? This presentation will cover the various authority codes that govern glass usage and their implication, as well as Architect’s responsibility among the responsibilities of various parties, including Façade Consultants, Structural Engineers, Contractors, Contractor’s PE etc.

This presentation will cover various test methods/ standards and their requirements for Mechanical, Optical & Acoustic test that are commonly use in Singapore and as well as others countries.
Topic 5: Blast Protection in Glass by Dr Ang, Prostruct Consulting Pte Ltd
Synopsis:
The threat from terrorism to our society is at its highest level in recent years. Vehicle bombs and homicide bombers with improvised explosive devices (IED) have become common mechanisms for terrorist attacks. In response to the persistent threat of terrorism, the Infrastructure Protection Act (IPA) was passed in Parliament on 2 Oct 2017 and took effect from 18 Dec 2018. The IPA is part of the Ministry of Home Affairs’ (MHA) counter-terrorism strategy to keep Singapore safe and secure, by protecting Singapore’s critical infrastructure, and buildings that are iconic or have high public footfall. These are especially attractive targets for terrorists. The building facade forms the envelope for the inhabitants and blast resistant facade has been developed with modern technology. Continuous technological innovations in blast protection have enabled glass facades which achieve the objectives of function, aesthetics and blast protection.

Architects 61
Wen Chuen is a registered Architect and an Associate Principal of Architects 61. She has extensive experience in a wide variety of projects that includes mixed use, healthcare, retail, educational and residential. Her significant completed projects include Asia Square Tower 2 and NUHS Centre for Oral Health. Throughout her 16 years of experience, Wen Chuen has always maintained involvement in full project cycle from project conception to completion, with key focus on project delivery from schematic design through to construction and project completion. She believes in overcoming project challenges by employing innovative solutions, drawing on detailed knowledge of the various disciplines, purposeful communication and ability to engage all levels of various stakeholders.
Mr Mathieu Meur, DPA Facade

Mathieu Meur received his Master of Engineering from the École Centrale de Lyon, France, one of the most prestigious engineering schools in Europe. Trained as a multi-disciplinary engineer, Mathieu specialised in Façade Engineering early on in his career.
Prior to joining the DPA Group of Companies, Mathieu worked as Managing Director of Meinhardt Façade Technology International, heading a team of 200+ façade specialists across 14 offices, providing strategic and technical leadership. Mathieu has worked on well over 100 building envelope projects on 4
continents, ranging from high-fashion retail storefronts to airports and super high-rise buildings. He was heavily involved in the construction of Changi Airport Terminal 1 upgrading, The Reflection at Keppel Bay, the Resorts World Sentosa and The Dubai Mall.
Through his years of experience, Mathieu has developed extensive knowledge of all types of building envelope systems in terms of design, engineering and related codes of practice. Passionate about sharing his knowledge and skills with others, he is a frequent speaker at conferences, an author for technical publications, and has been a Lecturer at Real Estate & Construction Centre on Façade Design and Façade Condition Assessment since 2002, and at the Building and Construction Authority since 2017. Mr. Meur is also fellow of the Society of Façade Engineering from United Kingdom since 2010, was the chairman of the Cladding & Roofing Taskforce at the Singapore Green Building Council, and is the current chairman of the Façade Engineering Sub-Committee at the Institution of Engineers of Singapore.
Mr. Meur joined DP Architects to lead the façade engineering team, work on mega-projects and pearhead technical innovation.
Mr Gary Lee, Singapore Safety Glass

With 10 years of experience in the glass industry, Mr Gary Lee is the lead of Business Development department in Singapore Safety Glass (SSG®). He is actively working on projects across different countries and consistently pioneering business development projects in new markets. His international exposure has allowed him to gain vast knowledge and expertise in this industry as well as the latest technology and know-hows. Some of the projects he has undertaken include the Salt Lake City Court House in the USA, and Singapore’s very own 1000th Green Mark project - Pasir Ris Sports Complex which achieved the BCA Green Mark GoldPlus. On top of charting SSG’s business directions and strategies, he gives glass consultations through seminars to architects, contractors and building owners. Aside from Business Development, he actively partakes in R&D involvement in the development of new and forefront products for our changing societal needs
Dr Sun Qi Qing, TUD SUV PSB

Dr. Sun Qi Qing is an Assistant Vice President in Mechanical Test Centre of TÜV SÜD PSB Pte Ltd.. He led the team to develop and provide mechanical and acoustical testing services for building products. Presently, he is engaging on technical advisory role for new development.
Since joining the company in 1993, he involved in the establishment of several test labs, including the company’s Acoustic Lab, which is the most comprehensive acoustic lab in Southeast Asia, Green Product Test Lab, Explosive Powered Tool Test Lab, Beverage Packaging Test Lab and Industrial Packaging Test Lab.
With over 40 years of working experience, he has been a member of Technical Committee (TC) of Building Maintenance & Management (BMM) since 2012. And he was a member of the Mechanical Task Force of Singapore Green Building Council (SGBC), a member of the Occupational Health Best Practices Award Committee and Noise Control Award Committee of Ministry of Manpower (MOM).
He graduated from the University of Science and Technology, China, in Mechanics of Explosion and holds a PhD from the University of Cambridge where he was also a post-doctoral research associate in the Cavendish Laboratory. He specializes in experimental mechanics (acoustics, vibration, impact dynamics, and explosive mechanics), and material mechanical properties.

Er. Dr. Ang Choon Keat is the Principal Consultant and a Professional Engineer (Civil), and leads in design consultancy and project management for building and infrastructure projects.
Choon Keat is also a Specialist Professional Engineer (Protective Security) and heads our work in Security & Blast design consultancy. He leads the team of consultants and engineers in the design and analysis of buildings and infrastructure to resist blast and other effects of weapons and explosions and safe storage of explosives.
Er. Dr. Ang Choon Keat is a registered Professional Engineer (Civil) in Singapore with two decades of experience in design consultancy and project management for building and infrastructure projects in the public and private sectors. He is also a registered Specialist Professional Engineer (Protective Security) in Singapore. Choon Keat provides engineering consultancy in civil and structural engineering, including blast consultancy for protective structures in both private and public sectors. He has a strong track record in analysing and designing of buildings and infrastructure to resist blast and weapons effects, including safe storage of explosives.
Choon Keat is highly experienced in performing Security by Design (SBD) studies in Singapore and in accordance to Singapore’s authorities(Ministry of Home Affairs) guidelines and requirements. His portfolio includes blast consultancy for transportation, social and community, data centres, military and police, healthcare, and industrial and infrastructure projects. Choon Keat is also active in the Research and Development and Testing for protective structures. Prostruct Consulting Pte Ltd is the only Testing Laboratory in Singapore accredited for the testing of building elements under blast loading.
