Topic 1: Sharing of changes to the Accessibility Code by BCA

The Code on Accessibility in the Built Environment (Code) was reviewed every 5 years to update the provisions to meet the needs of future. The Code 2013, which is in its 5th Edition, was implemented from 1 April 2014. The scope was extended from looking at the needs of wheelchair users to the elderly and families with young children. In April 2017, a Code Review Committee led by BCA, was formed to kick start the review of Code 2013. The Committee comprised representatives from both public, private and people sectors. The needs of the elderly and persons with disabilities remain the primary focus in this current Code review.

The aim of this presentation is to inform the building practitioners such as developers/building owners, architects, engineers and builders on the upcoming changes to the Code 2013. The speaker will highlight key changes such as the introduction of requirements for (i) Accessible Changing Room and (ii) larger accessible toilet. Apart from this, he will touch on the common waivers for barrier-free accessibility.

Topic 2:
Co-creating a City in a Garden
Ms Juliana binte Jumamin
National Parks Board

Greenery is the backbone of Singapore’s urban landscape. The city-state’s transformation was the result of more than 50 years of greening efforts, made possible through the dedication and commitment of our pioneers and partners. Despite the challenges of land scarcity and competing needs, integration of greenery into developments has been successful towards realising the vision of Singapore being a City in a Garden.

Different aspects within and around developments contribute to the greening of Singapore, such as the roadside green verges, green buffers and peripheral planting strips. Find out how you can play a part towards the City in a Garden vision through the adoption of schemes by NParks such as the alternative configurations of green buffer.

Topic 3:
Enhanced Self-Declaration Scheme for Developments
Ms Sheralee Mohamed Saniff
National Parks Board

NParks implemented the Self-Declaration (SD) scheme in 2009.  Projects meeting the screening criteria can apply for SD at the Development Control (DC) or Building Plan (BP) for external works submission stage. Since 5 March 2018, NParks has expanded the SD scheme and allowed more developments to qualify for the scheme. We will share more about the enhanced scheme, commonly asked questions and answers and other tips to obtain faster clearances.

Topic 4: Reading of Codes and Compliances from Architects’ Perspectives

Jason will be touching on the topic of safety barrier in particular bay windows, foothold and toehold and swimming pools at the edge of buildings.

  • What are bay windows and how are bay windows being considered in the approved document for safety barrier?
  • What are foothold and toehold? How do they affect the design of the safety barrier?
  • What are the safety provisions required for swimming pools right at the edge of buildings such as infinity pools?

Jason will be providing his views on the above in his reading of the approved document.

Ar. Wong Wai Sung
National Parks Board

Wai Sung will share in detailed on the topic of Passengers and Goods Lift with reference taken from Building Control Act, Code of Practice for Fire Precautions in Buildings 2018, SS 550 : 2009 – Code of Practice for Installation, Operation and Maintenance of Electric Passenger and Goods Lifts, EN 81-20 and EN 81-50 on lift standards.

  • What is the statutory requirements must comply when selection of Goods Lift and Passengers lift?
  • What is the common misinterpretation of Passengers and Goods Lift?
  • What is the fire safety provisions required for evacuation and passenger lift

Wai Sung will be providing his personal view and interpretation on Passengers and Goods Lift based on current Building Control Act and Code of Practice for Fire Precautions in Buildings 2018.

Ar. Koh Siew Lay
AWP Architects and Planning Consultants

Siew Lay will share her views and interpretation of the Approved Document of the following for Natural Ventilation:

  • Determine the floor area of a room or space
  • Calculations of openings
  • Location and distance of windows and openings into exterior of the building
  • Calculations of air wells and voids

Ar. Ong Eng Liang
OEL Architects International

Glass is an essential element in contemporary buildings. Unfortunately, glass is also in the news rather frequently in recent years for the wrong reasons.  The SIA committee also received enquiries from members seeking clarification on this subject matter.

Eng Liang will share his understanding on the following issues on glass:

  • Basic terminologies, characteristics and confusion regarding glass.
  • Common issues on use of glass in buildings.
  • BCA places limitations on use of glass in several clauses under different sections of the Approved Document. What is permissible and what is not?

Eng Liang will be explaining his views on the above and he will give several scenarios for illustrations and further discussion.

Mr Tan Cheong Ee, Building Plan and Universal Design Department
Principal Engineer

Cheong Ee is a Principal Engineer with the Building Plan and Universal Design Department. He supported the Working Committee on the review of Code on Accessibility in 2002, 2007 and 2013 as well as the current review. He also conducts the course on BFA for builders since 2008 and certification course for UD Assessors since 2012. He is involved in assessing and evaluating projects that apply for UD Mark certification. He also served as one of the examiners for the BOA's Professional Practice Examinations in 2003, 2004, 2005, 2006 and 2010.

Ms Juliana binte Jumamin, Greenery and Development Planning(Policy and Planning Division), National Parks Board
Senior Manager

Juliana is a Senior Manager with the Greenery and Development Planning branch. She is also an ISA Certified Arborist. Her experience ranges from managing trees in our busy streetscapes, marketing and managing businesses in parks, evaluating development applications across Singapore as well as reviewing policies on greenery and tree conservation relating to development applications.

Juliana now leads the Service Centre that provides pre-submission consultation services to Qualified Persons. QP can walk-in for pre-submission consultations without prior appointment, and a dedicated team of staff will be available to provide advice on greenery requirements.

Ms Sheralee Mohamed Saniff, Greenery and Development Planning(Policy and Planning Division), National Parks Board
Manager

Sheralee is a Manager in the Greenery and Development Planning branch. She is part of the team that evaluates Development Control and Building Plan submissions for developments in the North and Central West region of Singapore. She is also involved in policy studies pertaining to greenery provision and tree conservation in development projects. She believes that it is the support from and partnership with industry that will sustain and enhance the greenery in Singapore.


Ar. Wong Wai Sung, Deputy Director, National Parks Board
Ar. Wong Wai Sung is a registered Architect with Board of Architects, and Singapore Institute of Architects, Corporate Member since April 1999. He went on to study architecture from 1989 to 1994 at the University of Tasmania, Australia. In 1995, he had worked in Singapore with private Consultant Architects office as a Project Architect upon returning from Australia. He has worked on a wide variety of architectural and master planning projects in various residential, offices, institutional, industrial sectors and mixed-use development projects. Currently, he is working with National Parks Board (NParks) for 25 years since 1998 responsible for managing park facilities, parks planning and parks development projects. For his noteworthy contribution to NParks, he was conferred the National Day’s Commendation Medal in 2018.

He is Green Mark Advanced Accredited Professional (GMAP) and Co-assessor with BCA for GreenMark Parks certification. Currently, he is the Committee Members of Technical Committee for Architectural Workgroups under Building and Construction Standards Committee. His professional contributions involvement with Building Control & Parks Committee Member and Architectural Practice Course (APC) Trainer. He is also Associate Trainer for Centre of Urban Greenery & Ecology (CUGE) since January 2015 with Advanced Certificate of Assessment and Training (ACTA).

Ar. Koh Siew Lay, AWP Architects and Planning Consultants
Associate Director

Koh Siew Lay obtained her 1st Degree in Architecture from the National University of Singapore and Bachelor of Architecture (Hons) in 1994 from the University of Melbourne, Australia. She has been a Registered Architect since 1998 and is now an Associate Director of AWP Architects and Planning Consultants.
Siew Lay is active in Professional Practice in the Singapore Institute of Architects of which she is a Council Member. Her interest and knowledge of regulations and codes led her to be a sub-committee member of the SIA Fire Safety & Security Sub-Committee from 2014-2017. She is currently the co-chairman of the SIA Building Control & Parks Sub-Committee, committee member of the Barrier Free Accessibility Code Review and on the Assessing Committee of Periodic Facade Inspectors Registration with BCA. She is a certified Universal Design Assessor and Design for Safety Professional.

Apart from her professional portfolio, she has also been actively involved in community service such as Ride for Ration and Ride for Rainbow. As a keen cyclist it is a happy coincidence that her firm is much involved in various cycling path network projects, such as the Round Island Route and the Bishan to City cycling path network.

Ar. Ong Eng Liang, OEL Architects International
Principal Architect

Ong Eng Liang is a registered architect with Board of Architects, Singapore (BOA) and a corporate member of the Singapore Institute of Architects (SIA). He graduated from University of Michigan at Ann Arbor as well as a Master of Architecture degree from the University of California at Berkeley. He volunteers and serves in several SIA committees for decades. He currently serves as co-chairman of SIA Building Control and Parks Committee which organizes this seminar. He is in private practice.
